Best: Charlie Chaplin.
Worst: Kevin Costner.

Jeff Bridges, Wild Bill

Daniel Day Lewis, Gangs of New York

Jon Polito, Miller's Crossing

These are all "bests," but I'm not sure why.

Pai Mei has a pretty good one, though it is overshadowed somewhat by his eyebrows.

And then there's Everett.

That one crossed my mind too...

Also, Sam Elliott in Tombstone

Best: Groucho Marx (his moustache and cigar are positively iconic)

Worst: Groucho Marx (you can frequently tell that it's just painted on).

And then there's Cesar Romero as the Joker in the old Batman TV series... you can see his mustache below all of the white face paint.

Wilford Brimley in anything.

C. Thomas Howell in Gettysburg. That's some mad scruff he's got there.

Kevin Costner in... what? The Postman? Wyatt Earp?

Anytime he has one, it's a bad idea. Covers up the only part of his face that moves.

I seem to recall Jim Broadbent's in Topsy Turvey being pretty spectacular...
