AMPAS has already made allowances for streaming vs theater for 2020 in response to COVID-19. LA Times editorial yesterday calls for that to be permanent. https://www.latimes.com/opinion/story/2020-05-17/streaming-movies-theaters-oscar-eligibility-academy

I agree with the LA Times, mainly for a couple of the reasons they mention: plenty of critics (and evidently, plenty of Academy voters) make their Best of Year choices by viewing screeners, so there's a wee bit of hypocrisy in their demand; and the viewing window for many of the best films in theaters is absurdly small.  Much as the Academy hates Netflix, they have dropped some of the best films of the past couple of years: Roma, The Irishman, and American Factory, to name but three (and per Scorsese, they were the only ones willing to finance his film).
